Anatomy of Discrimination

I will write about the colorful fishes in Coral Reef that those of you saw in real world or at least in a movie about the nature.
Why all yellow fishes are always together, the same rule applies for other cratures at sea or on earth.
That has something to do about our instinct of survival. We all generally like to be surrounded by those who are similar to us.
The governments in enlightened part of the world always try to organize their society
in the way of brotherhood of human beings, irrespective of their colour, race, ethnicity.
And the rules are based on equality of all facing the laws or rules but in practice when a situation arises in which there is one party belong to a group called indigenous and the second party is an outsider or foreigner whatever you call it, those who are supposed to apply the rules made by thinking heads can not resist to the temptation of acting in solidarity with a party who is familiar to him culturally.
How can we avoid this situation happens les and less in this world?
Almost every government have to defend their citizens in another country facing discrimination.
The answer is constant education of the people who are involved in treating this kind of situation.
The rules are all made with the best of intentions.
But those who are supposed to apply those rules with fairness are the one who bend them by not resisting to the feeling of cultural solidarity.
For the victims of this kind of discrimination the option of resistance is always open in a pacific and legal way.
When discrimination can not be avoided by those who apply the rules, and if the authority can not enforce a fair system for all.
It is the duty of the victim to follow up the matter.
Failing to do so just perpetuate the discrimination.
